While your line is locked, no one can transfer your phone number from one carrier to another or to a new SIM card without authorization.
A customer attempting to unlock a line must verify their identity before the line can be unlocked and must wait a cooling off period before account changes can be made.
You can lock your line(s) through the web or app. For instructions on enabling Line Lock, go to How can I lock my line using Line Lock?
